It may look complicated, but it's actually simple. Imagine these <tags> are building blocks. You add a block on top as a navigator with links, another for main content, and a block inside of that for image. So there are site templates you can use and edit as building an entire site takes a lot of time. The best ones are from fujoshi.nekoweb.org. You can visit w3schools.com to learn HTML and CSS. If you need help, I recommend to join Nekoweb Discord server. I'm active there and people there gladly will help you.
